WhatsApp Business Messages Are No Longer Free — New Charges Explained for Indian Businesses

For thousands of Indian businesses, WhatsApp is not just a chat app — it is the order desk, the help desk and the delivery desk rolled into one. Order confirmations, shipping updates, payment reminders and one-time passwords all reach customers on WhatsApp. Until now, a large part of that business messaging — replies sent inside the 24-hour customer-service window — cost nothing on the WhatsApp Business Platform. That changed on 1 October 2026, and many businesses are only now discovering the new charges on their billing.

This guide explains exactly what changed, what is still free, how much Indian businesses now pay per message, and the practical steps you can take to keep your WhatsApp costs under control.

The Short Answer

From 1 October 2026, utility messages sent inside the 24-hour customer-service window — earlier free — became chargeable on the WhatsApp Business Platform. For India, the rate card lists utility, authentication and service messages at ₹0.115 per delivered message, before GST. There is still a useful free allowance: each business phone number gets its first 1,000 service messages free every month. And to be clear, ordinary personal WhatsApp chats are completely unaffected — this change is only about business messaging on the Platform.

What Exactly Changed on 1 October 2026?

Businesses that message customers through the WhatsApp Business Platform — directly, or through a solution provider such as a CRM, helpdesk or e-commerce tool — send different categories of messages. Utility messages are the everyday transactional ones: order confirmations, delivery updates, appointment reminders and payment receipts. Authentication messages carry OTPs and verification codes. Service messages are the responses a business sends when a customer starts a conversation, within the 24-hour customer-service window that opens when the customer messages first.

The important change is about that service window. Utility messages sent inside the window were previously free; from 1 October 2026 they are chargeable like other Platform messages. For India, the published rate card lists utility, authentication and service messages at ₹0.115 per delivered message, before GST. Note the two details that matter for your bill: the charge is per delivered message, and GST applies on top of the listed rate.

What Is Still Free?

The change does not mean every WhatsApp message now costs money. Each business phone number continues to get its first 1,000 service messages free every month. For a small shop or a young online store whose monthly service conversations stay within that limit, the practical cost of service messaging can still be zero. Only when you cross the free allowance does the per-message rate start applying to service messages beyond it.

It is equally important to say what this change does not touch. Your personal WhatsApp — chats with family, friends, suppliers and customers from your own number in the ordinary app — is unaffected. The charges apply to structured business messaging run through the WhatsApp Business Platform, typically via an API integration or a solution provider's software.

The Payment-Method Deadline You Should Not Ignore

Along with the new pricing came an administrative requirement. Businesses using direct integrations or solution providers were asked to add a payment method by 30 September 2026. The warning attached to that deadline was serious: Meta could stop delivering a business's service messages if no payment method was on file.

If your business sends order updates or OTPs through a provider and you have not checked this yet, do it today. Log in to your provider's dashboard or your Meta business settings and confirm that a valid payment method is added. A stopped message flow does not just raise costs — it can mean customers never receive their order confirmations or login codes, which quickly turns into support complaints and lost trust.

What Will This Cost a Typical Small Business?

The per-message rate sounds tiny, so let us do the simple arithmetic with the listed Indian rate of ₹0.115 per delivered message (before GST), remembering the first 1,000 service messages each month are free:

  • A boutique sending about 3,000 service messages a month: 1,000 are free, so roughly 2,000 are billed — about ₹230 plus GST for the month.
  • A busy online store sending about 20,000 service messages a month: roughly 19,000 billed messages — about ₹2,185 plus GST for the month.

These are illustrations, not quotes — your actual bill depends on your message mix across utility, authentication and service categories and on how many messages are delivered. The point is that for most small businesses the new cost is manageable, but it is no longer zero, and it grows silently with every extra notification you send. That makes a small audit of your messaging worthwhile.

Practical Ways to Keep WhatsApp Costs Under Control

Audit what you send

List every automated message your business sends — order placed, packed, shipped, out for delivery, delivered, review request, and so on. Some of these genuinely help the customer; others are noise. Cutting even one low-value notification from every order saves money on every single order, forever.

Combine updates instead of sending many

Where two updates always go together, merge them into one clear message. A single message with the tracking link and expected delivery date does the job of two separate pings. Fewer, better messages also mean customers actually read them.

Move routine information to your own website

Many service conversations start with questions your website can answer — delivery timelines, return steps, store timings, prices. A well-built business website with clear FAQ and tracking pages reduces repetitive messaging, and a shared link inside a chat costs far less than long back-and-forth conversations. If your current site is not doing that job, our guide on how to choose the best website designing company in India explains what to look for before you hire anyone.

Protect the free allowance and your OTP flow

Prioritise genuine customer-service conversations within your free 1,000 service messages, and review your authentication setup so OTPs are not being triggered unnecessarily — failed or repeated code requests still add up at the per-message rate. Also keep your payment method valid at all times, so message delivery is never interrupted.

Frequently Asked Questions

Is WhatsApp now paid for everyone in India?

No. Personal WhatsApp chats are completely unaffected. The charges apply to businesses messaging customers through the WhatsApp Business Platform, typically via an API or a solution provider.

How much does a business message cost in India now?

The India rate card lists utility, authentication and service messages at ₹0.115 per delivered message, before GST. Each business phone number also gets its first 1,000 service messages free every month.

What happens if my business has not added a payment method?
